Amendment to the SOLAS (Safety of Life At Sea) Convention – VGM

Please note that July 1, 2016 will take effect as an amendment of the SOLAS (Safety of Life At Sea) Convention which reinforces container weight controls before loading on ships.

The main elements of this amendment are:

  1. The Loader (third party identified as such on the BL / Bill of Lading) has the obligation to systematically and imperatively declare the exact weight of the container (s) before entering the port terminal.
    We will then speak of Verified Gross Mass or VGM = Verified Gross Mass.

  2. The VGM will be established according to one of two methods approved by this amendment:
    1. The shipper (or a third party engaged by the shipper) shall use an approved device to weigh the container once potted and sealed;
    2. The shipper (or a third party engaged by the shipper) weighs each potted item in the container (goods, pallets, rigging or securing material and other items and equipment for securing the goods). To this must be added the tare of the container indicated at the doors of this one.

  3. IMPORTANT: Without written communication from the VGM shipper associated with the container number (s), the shipping company will refuse to ship the container (s) on the vessel. We are working closely with the various players in the sector, but despite the very early entry into force, the application of the SOLAS Convention still raises many questions related to its implementation:
    Many loaders are not informed, lack of adequate weighing equipment at ports / warehouses, loss of time before fencing, etc.

    In addition, it will be necessary to understand the costs incurred by the operations necessary to weigh the containers for the stuffed containers at the loaders who do not have scales in their factories.
    This uncertainty about the procedures and the structures allows us to imagine that the containers planned for departure on the ships from the 1st of July will be able to see their embarkations compromised (delays to the weighing structures, entry of the containers to the harbor delay, demurrage, etc.). )

    As usual we will do our best to assure our customers the stuffing and embarkation of all containers in accordance with this new amendment.
